Sector Approach

The regional workshop, “Sector Approach in the Context of EU Integration”, jointly organized by the BiH Ministry of Finance and
Treasury and the European Commission DG Enlargement, for EU candidate and potential candidate countries in the Western Balkans
and Turkey, took place in Sarajevo, from 22 – 24 March 2010.

Over 100 representatives of the EU candidate and potential candidate countries, the European Commission and IFIs participated in the
workshop that was opened by the speeches of the Minister of Finance and Treasury of BiH, Mr. Dragan Vrankic and H.E. the Ambassador of the EU Delegation to BiH, Mr. Dimitris Kourkoulas.

The aim of the Workshop was to help build capacity to develop sector approaches in countries engaged in the EU integration process. A sector approach seeks to deliver a single comprehensive sector program, budget and results framework, with processes for donor coordination and harmonization and increased use of local systems for program design and implementation. Through lessons-learned from past programs, including those in other regions, the workshop focused on the formulation of practical guidance and toolkits that can be used by stakeholders and beneficiaries in the region.

As a result, the Ministry of Finance and Treasury of BiH and the EC DG Enlargement published the conclusions and findings of the workshop “Implementing Sector Approaches in the Context of EU Enlargement: Challenges and Lessons learned from the Sarajevo Workshop - a “How to” Note”. The publication was presented at the DCF meeting in Sarajevo, December 2010 and at the regional workshop in Brussels, December 2010.
